The Opportunity

 

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 6 Senior Procurement and Contract Officer within Planning and Quality Branch. We are seeking Procurement professionals to provide high level advice on procurement and contract management related matters across DPS.

 

The suitable candidates will be required to conduct complex procurements using best practices and judgment to make decisions on procurement and related activities that are fundamental to the day-to-day operations of DPS, prepare and review a range of written material including reports, contracts, procurement documentation, Senate Estimates briefs, questions on notice and executive briefings, and deliver procurement and contract management training to build capability and capacity, whilst provide leadership and mentor staff within the procurement team. 

 

The ideal candidate will demonstrated expertise, with a minimum of three (3) years’ experience, in conducting procurement and contract management. Demonstrated high level administration skills and the ability to oversee the development of contemporary procurement and contract management process and have proven ability to communicate with influence and ability to nurture productive working relationships with a wide range of stakeholders.

Job Specific Requirements

  • Certificate IV in Procurement and Contracting (or higher) or ability to attain is essential.
  • Experience in any of the following is highly desirable administration, governance or finance.
  • The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

  

Classification: Parliamentary Service Level 6 

Branch: Planning and Quality Branch 

Section: Quality Management 

Immediate supervisor: Assistant Director 

 

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 6 classification. The duties will include, but are not limited to, the following:

 

 

1.    Provide high level advice on procurement and contract management related matters across DPS.
2.    Conduct complex procurement using best practices and judgment to make decisions on procurement and related activities that are fundamental to the day-to-day operations of DPS.
3.    Prepare and review a range of written material including reports, contracts, procurement documentation, Senate Estimates briefs, questions on notice and executive briefings.
4.    Deliver procurement and contract management training to build capability and capacity.
5.    Maintain and administer the procurement and contract management tools and processes including preparation of policies, guides, templates, and procedures.
6.    Provide leadership and mentor staff within the Procurement section.
7.    Represent the section at all levels including dealing with parliamentary departments, contractors and other stakeholders.
8.    Promote and implement the Parliamentary Services Values and business partnering culture.
9.    Undertake other duties as directed.

Salary

 

Currently, the salary range for this position is $94,259 - $105,941 per annum.

 

Conditions of Employment

 

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

 

•    Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

 

•    Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

•    Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
