The Opportunity

 

The Department of Parliamentary Services (DPS) is recruiting for a Senior Cyber Security Assessor, Cyber Intelligence and Assurance (PSL 6) within the Cyber Security Branch. This role is to fill an expected vacancy. The recruitment round is intended to create a merit pool of suitable resources that may be used for future vacancies.


The Cyber Security Branch is responsible for managing all aspects of protecting, detecting, and responding to cyber threats to the Australian Parliament. The Branch provides strategy and direction for continual improvement of cyber security capability in a changing and dynamic threat environment. 
 

We are looking for a highly motivated, self-driven security assessor, who is wanting to put their experience and knowledge into practice to help defend our national democracy against current and future cyber threats. The successful candidate will have established communication skills, be passionate about cyber security and risk management.   

 
The Cyber Intelligence and Assurance team is committed to protecting the democratic institution from those who wish to do harm, through establishment of strong partnerships and analysis methodology that forewarn of cyber-attacks and empowers risk-based decision making. 


Cyber Intelligence and Assurance has a broad remit including:

 

•    threat and risk assessments to provide informed decision making by our stakeholders. 
•    championing a positive cyber security culture, embedding consistent cyber hygiene practises through the Human-centric Cyber Defence Program. 
•    coordination of systems assurance activities, drafting and maintaining the policies, procedures and processes that support cyber security at DPS,  
•    vulnerability management, ensuring compliance with whole of government patching obligations, and
•    facilitating secure network access for international travel.  

 

Who we are looking for

  

The successful candidate will be a high performing individual with a passion for defending democracy against persistent cyber threats. They will have demonstrated skills and experience in the field of risk assessment, cyber security, or policy development. The ideal candidates for the position are inherently curious and possess the ability to think laterally, work well with changing priorities in high pressure environments, have established communication skills, and make sound, reason-based decisions.

 

We invite applications from candidates with demonstrated experience in, or knowledge of, one or more of the following: 

 

•    Ability to conduct in-depth technical analysis to build comprehensive technical reports for a range of stakeholders. 
•    Analyse and interpret detailed design documentation to identify risk, contributing to the production of risk artefacts such as High-level Security Assessments or Security Risk Management Plans. 
•    Develop and maintain expertise in specific technical domains, staying up to date with emerging trends and technologies. 
•    Provide actionable risk treatment plans to support technical operations and strategic decision-making.

Desirable skills and experience: 
 

  • Tertiary and/or industry qualifications applicable to the role.
  • Developed written skills and possess a good degree of independent problem solving, sound judgement and critical thinking when working on tasks.
  • Previous experience working in cyber security or risk assessing.

 

Job Specific Requirements

   
•  The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

  

Classification: Parliamentary Service Level 6 

Branch: Cyber Security Branch 

Section: Cyber Intelligence & Assurance 

Immediate supervisor: Assistant Director, Risk

 

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 6 classification. The duties will include, but are not limited to, the following:

 

1.    Perform risk assessments of systems and services according to DPS policy, industry best practice and Government legislation, with established knowledge of the Protective Security Policy Framework (PSPF), the Information Security Manual (ISM), and Essential 8 (E8) requirements.

2.    Create and provide input into reports, security documentation, and other artefacts as required for distribution to a wide range of stakeholders.

3.    Engage protectively with various stakeholders and respond to queries as required.

4.    Proactively engage with technical and business stakeholders to ensure the timely delivery of security assurance outcomes.

5.    Mentoring and/or managing less experienced staff to develop their skills and achieve organisational outcomes.

6.    Promote and maintain a safe, healthy and collaborative environment that exhibits a professional level of conduct.

7.    Other duties as directed.


Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice.

Salary

  

Currently, the salary range for this position is $97,841 - $109,967 per annum.

 

Conditions of Employment

 

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

 

•    Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

 

•    Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

•    Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
