The Opportunity

 

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 1 Project Manager, Broadcasting Technology and Projects within Digital Recording Services Branch. 
 

The Digital Recording Services (DRS) Branch sits within the Information Services Division (ISD).

The branch is responsible for:
 

  • Broadcasting and archiving the audio-visual record of chamber and committee proceedings.
  • Producing the written record of parliamentary debates and committee hearings, known as the Hansard.
  • Providing Enterprise Information Management services to DPS     
                                                                                                                                                                                            

The branch comprises a diverse and unique workforce that delivers significant outcomes. Within DRS, the Broadcasting Technology and Projects (BTP) team works closely with the Broadcasting and ISD Portfolio Office teams to facilitate the planning, prioritisation, resourcing, and delivery of projects, in line with the Digital Strategy and the Broadcasting Roadmap.
 

The BTP Project Manager is accountable for day-to-day operations of resourcing, scheduling, prioritisation and task coordination, and meeting project milestones, objectives and deliverables within agreed time frames and budgets. These key duties help create a comprehensive view of any given project’s progress, and provide the critical insights required to keep members of the team (and wider stakeholders) informed and aligned. 
 

The BTP Project Manager (PEL1) is responsible for driving broadcasting modernisation projects,undertaking complex and sensitive work. The role exercises a considerable degree of independence and performs a leadership role in the section. The BTP Project Manager exercises sound decision-making and judgement and engages in complex problem-solving and issues management. The role will coordinate and/or undertake detailed projects that impact strategic,
political, or operational outcomes for the department.

Who we are looking for

 

The BTP Project Manager requires highly developed communication skills, sound understanding and application of risk management practices, experience managing multiple projects, an ability to re-prioritise and respond in a constantly changing environment, with a strong emphasis on the importance of accuracy and completeness. 

Our ideal candidate will have: 
 

  • Demonstrated experience in project management and execution. 
  • Use of appropriate project management practices, collaboration, leadership, and governance measures.
  • Experience and/or certifications in project management methodologies i.e. PRINCE2, Agile or equivalent.
  • Demonstrated knowledge and experience in the practical application of the CPR/contract management.
  • Exceptional analytical, troubleshooting, and problem-solving skills.
  • Demonstrated superior communication skills (written and verbal).
  • Exceptional stakeholder engagement/management skills

 

Job Specific Requirements

 

  • The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

Duty Statement

  

Classification: Parliamentary Executive Level 1

Section: Broadcasting Technology and Projects 

Immediate supervisor:  Director Broadcasting Technology and Projects

 

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 1 classification. The duties will include, but are not limited to, the following:
 

  1. Effectively plan and drive the delivery of broadcasting modernisation projects,  
  2. Effectively manage competing priorities,
  3. Ensure project outcomes are aligned to the Australian Parliament Digital Strategy,
  4. Develop and maintain required project related artefacts in line with the endorsed project management framework,
  5. Manage project procurement activities in accordance with Commonwealth Procurement Rules, 
  6. Report on project progress including risks and issues, with recommended mitigation/treatment strategies,
  7. Regularly review and manage the performance of internal and external personnel, and
  8. Liaise and negotiate with other areas of DPS, other parliamentary departments and APS agencies as required.

Conditions of Employment

 

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

 

•    Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

 

•    Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

•    Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
