The Opportunity

 

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 2 Director Data Management within Digital Recording Services Branch. 

 

The Department of Parliamentary Services (DPS) supports the work of the Australian Parliament and Australian Parliament House and is responsible for a wide range of services and facilities. DPS has over 1,000 employees, working across a diverse range of areas which includes corporate services, security and building maintenance, reporting, and broadcasting, library services, catering, visitor and art services and ICT services (at APH and Electorate Offices nation-wide).

 

The Information Services Division (ISD) provides information and communications technology, Hansard and broadcasting services to the Parliament. ICT services are provided to Parliament House, electorate offices across Australia and Commonwealth Parliament Offices.

 

The Data Management section sits within the Digital Recording Services (DRS) Branch and is a small but specialised team. The Director Data Management leads the strategic and operational aspects of the collection, storage, retrieval and use of data within the department. The role works to ensure that data is accurate, secure, and compliant with relevant regulations, legislation and whole of government approaches. The Director Data Management has a key role in data analysis and reporting, helping the department to gain insights from their data to make informed decisions.

 

The Director Data Management is responsible for actively managing key stakeholder relationships within and external to the department and manages a small work team. This role is required to undertake work that is complex or sensitive and operates under broad direction. This role exercises a considerable degree of independence and performs a leadership role in the branch. The Director Data Management exercises sound decision-making and judgement and engages in complex problem-solving and issues management. This role may also coordinate and/or undertake detailed or sensitive projects that impact strategic, political, or operational outcomes for the department.

Job Specific Requirements


•  The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

  

Classification: Parliamentary Executive Level 2

Section: Enterprise Information & Data Management 

Immediate supervisor: Assistant Secretary Digital Recording Services

 

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 2 classification. The duties will include, but are not limited to, the following:

 

1.    Implement the DPS Data Management Plan, ensuring it aligns with the Australian Parliament Digital Strategy 2023-2027, Capability Roadmaps, and whole of government data objectives,

2.    Develop plans and frameworks to address the department’s data priorities and maturity, including (but not limited to) a data governance framework, data literacy plan and data management policies,


3.    Lead the development of a data asset register to build a consistent and holistic understanding of the department’s data holdings,

4.    Champion a data curious and literate culture through communications, analysis and visualisation tools, and professional development opportunities,

5.    Continuously review and monitor the department’s compliance with data management legislation, and whole of government policies, 

6.    Communicate complex requirements to stakeholders to ensure that messages are understood and enable them to identify and structure responses to key questions and issues. 

 


Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice.

 

 

Selection Criteria

•    Strong leadership skills and ability to influence internal and external stakeholders.


•    Strong knowledge of statistical methods, modelling and research methodology.


•    Experience working with stakeholders to identify business issues and translate queries into data needs.


•    Experience in data stewardship including the application of legislative frameworks and better practice.


•    Experience and knowledge of information and data governance (systems, quality and management).


•    Commitment to supporting and contributing to a culture of collaboration and knowledge sharing.


•    Ability to harness and acknowledge the subject matter expertise present within the team.


•    Commitment to honest, transparent and timely communication.


•    Eligible Qualifications and/or other Requirements:


o    relevant qualifications and/or significant experience in data management and governance


o    demonstrated understanding of government data management legislation and policy

Conditions of Employment

 

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

 

•    Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

 

•    Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

•    Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
