The Opportunity

 

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 2 Director, Strategic Procurement within Planning and Quality Branch. 

 

The Procurement Section within the Finance and Property Services Division is responsible for supporting the divisional and departmental procurement activities through the management of the procurement policy, procedures, systems (software) and working with the support of the business areas to establish and improve procurement processes and supporting documentation.

  • Advising on conflict of interest and probity risks.
  • Ensure the team is in a position to provide specialist procurement policy advice and guidance to business areas, by identifying training and development needs of team members. 
  • Promote compliance with procurement best practice and efforts to enhance DPS' approach to engaging with and enabling indigenous suppliers. 
  • Providing sound commercial advice and guidance.
  • Applying strong written communication skills to plan, prepare and develop documentation consistent with Commonwealth and agency writing and style guides.
  • Budgeting and forecasting.
  • Be flexible and adaptable within a changing environment.
  • Can establish strong internal and external stakeholder relationships to achieve and deliver on key project milestones.
  • Inspire a sense of purpose and direction.
  • Maintain strategic, tactical and operational focus.

 

Desirable qualifications:

  • Diploma or Certificate IV in Procurement and Contracting.

 

Job Specific Requirements

  • The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

  

Classification: Parliamentary Executive Level 2 

Branch: Planning and Quality Branch 

Section: Quality Management 

Immediate supervisor: Assistant Secretary 

 

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 2 classification. The duties will include, but are not limited to, the following:

 

1.    Lead a team responsible for the delivery of procurement activities within the Finance and Property Services division and the Department of Parliamentary Services (DPS). 
2.    Lead the design and implementation of DPS procurement policies, procedures, processes and supporting documentation across the division and department in line with the relevant legislative, policy and governance frameworks.
3.    Lead, in collaboration with business areas with digitisation and automation of core business processes to increase the efficiency and effectiveness of procurement processes, including process improvements. 
4.    Governance oversite of complex procurements. 
5.    In collaboration with the business areas and the Learning and Development team, enhance DPS’ procurement and contract management capabilities including the development and provision of accessible training, factsheets, and guidance materials...
6.    Oversee and prepare a range of written material including business cases, Senate Estimates submissions, agency briefs and corporate documentation relating to procurement management.
7.    Represent the Division at the highest levels within DPS, including other parliamentary departments, contractors, and other stakeholders.
8.    Lead, promote and implement a positive client focussed culture.
9.    Undertake other duties as directed.

Conditions of Employment

 

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

 

•    Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

 

•    Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

•    Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
