About the Department of Parliamentary Services

 

The Department of Parliamentary Services (DPS) supports the functions of the Australian Parliament and the work of Parliamentarians through the provision of professional services, advice and facilities, and the ongoing maintenance of Australian Parliament House (APH). Employing over 1,000 people, DPS works to deliver a diverse range of services including: security, reporting and broadcasting, library research, catering, visitor experience, art collections, building design integrity, Hansard, information technology and maintenance. The Department also has corporate and administrative functions including Human Resources, to support a growing diverse workforce.

 

The Parliamentary Library Temporary Employment Register

 

This register is designed to establish a database of appropriately skilled and experienced individuals, who may, at short notice, be further assessed to fill temporary non-ongoing positions for up to 18 months. Non-ongoing (temporary) employment opportunities may be offered on a full time, part time or intermittent / irregular (casual) basis.
You will only be contacted regarding your application if a vacancy arises that matches your skills and experience. There is no guarantee that an offer of employment will be made whilst your application remains on the register.

 

 

Roles within the Parliamentary Library


Since its establishment in 1901, the Parliamentary Library has served as a trusted source of information, analysis and advice for the Australian Parliament. The Library's services are confidential, impartial, and offered on an equal basis to all parliamentarians, parliamentary committees, and to staff acting on their behalf.

 

The Parliamentary Library provides access to books, journals and newspapers, comprehensive media monitoring and specialist databases.The Parliamentary Library is also one of Australia's major research libraries, providing tailored, confidential briefings and statistics to parliamentarians, parliamentary committees, and staff acting on their behalf. Expert researchers provide independent analysis of Bills before Parliament and publish research publications on issues before Parliament. The Parliamentary Library also maps a range of data including election and census results.

Library Developers

PSL6-PEL1 


The role supports the library operations broadly through the application of new technologies to realise service improvements for clients and efficiencies for library staff in service delivery. The role also performs analysis and remediation of the Library’s globally unique collections such as the Historic Hansard to support discovery and consumption. This role undertakes the development work related to the Library’s in-house applications. This includes understanding work packages and developing high quality solutions that directly support the Library’s delivery of services to clients and community engagement with Parliamentary data. 

You will need knowledge of HTML/CSS/JavaScript, Vue framework, .NET C#, SQL, Visual Studio, VS Code and Azure DevOps.

 

You will also need knowledge or the ability to quickly gain knowledge of M365, Teams, SharePoint, PowerAutomate, Power Apps, Power Bi, and Dataverse.  

 

Library Systems

 

NV1 security clearance eligibility required.

 

PSL2-5 


This role supports library systems including the Library Management System, the library request management system and various specialised applications along with their system integrations. The role works with library teams and executive to implement improvements to library systems to ensure library systems are delivering value to clients and library staff. This role works with vendors to support and maintain library systems including liaising with vendors to take remedial action in instances of technical incidents. You will be interested in gaining knowledge of library systems that support core functions such as whole of lifecycle collection management, library catalogue and discovery services.

 

PSL6-PEL1 


In addition to the functions of the PSL2-5 role, this role manages complex upgrades and implementations of library systems. You will manage contracts with vendors of library systems including advising senior executive in the case of contract renewals and procurement. You will have knowledge of library systems that support core functions such as whole of lifecycle collection management, library catalogue and discovery services. You will also have experience with contract management.

 

Library Digitisation Projects

 

PSL2-6 


This role undertakes the day-to-day responsibilities related to digitisation, assigning metadata and quality assurance. You will also work with xml to ensure records are properly structured, accurate and discoverable. PSL2-4 roles are available part-time and casually in this team, offering great flexibility if you are studying. 

At the PSL5/6 levels, this role performs the management of the team to deliver on project objectives to ensure work is measured against objectives including producing periodic reports as well as training and coaching team members.

 

PEL1 


This role performs project management functions including defining project objectives and measures, project documentation such as briefs, forecasting, monthly and ad hoc reporting. The role is responsible for recruitment of team members including defining duty statements shortlisting, interviewing and drafting selection reports. The role also performs procurement activities to engage vendors to digitise parliamentary library records including defining the statement of work and drafting contracts for execution. You will have experience with team management including recruiting, digitisation projects and quality assurance, and experience with procurement and contract management.

 

Electronic Media Monitoring Unit

 

The Electronic Media Monitoring Unit (EMMU) is responsible for the library’s news and current affairs service. The team uses media asset management tools to create records of news and current affairs programs. These records are then enriched with metadata to facilitate discovery when published. The team also sources programs that aren’t captured locally from other platforms and by liaising with other libraries across Australia. The team provides services directly to parliamentarians and their staff as well as library and committee secretariat staff.
  
PSL2-3 


Team members are responsible for the scheduling of recordings of TV and radio news and current affairs programs relating to parliament. You will enrich recordings with related metadata. You will also fulfill requests from clients to help finding and sourcing recordings. Candidates will benefit from a good general knowledge of news and current affairs programs and have the ability to recognise the faces and voices of members of parliament, or acquire that knowledge quickly. 

 

PEL1 


This position is responsible for the management of the EMMU including workflows and the application of new technologies. You will also manage and work on projects that enhance library services. Candidates should have project experience and experience with the administration of IT systems including Media Asset Management systems and the ability to gain an understanding of copyright as it applies to the Parliamentary Library.

Australian citizenship – to be eligible for employment with DPS, you must be an Australian citizen. 

 

Security clearance and character clearance – if selected, you will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.

Parliamentary Service Level (PSL) positions are similar to Australian Public Service (APS) positions. 


Parliamentary Executive Level (PEL) positions are similar to Australian Public Service Executive Level (EL) positions.
