The Department of Parliamentary Services (DPS) is recruiting for Cyber Security Analysts within the Cyber Security Operations Centre, Cyber Security Branch.

 

The Cyber Security Analyst role will play an integral part in contributing to business operations, which include the detection, identification, analysis, communication, containment, and remediation of cyber security incidents. This position will support and maintain the systems and processes that provide these capabilities.

 

The Parliament of Australia is the legislative branch of the government of Australia. DPS Information Services Division is responsible for the effective and secure operation of Parliament House's digital network and computing environment, which underpins the operation of the Australian Parliament. Recent events demonstrate the increasing prevalence of malicious cyber activity targeted at the political and democratic process in several countries.

 

In support of the Australian Parliament, we regularly defend against, and prepare for, a range of cyber threats, including hacktivism, cybercrimes, cyber-attacks, cyber espionage and cyber warfare. To bolster our cyber capability, DPS is seeking talented and motivated individuals to join our Cyber Security Operations Centre (CSOC) to protect this critical national institution. As a member of a small team, you will work to uphold the integrity of Parliament House's digital network and computing environment, and work collaboratively with a range of domestic cyber agencies and international partners.

 

 

Who we are looking for

 

We are looking for intelligent, curious, self-motivated individuals with strong IT and analytical skills, who can apply a can-do attitude to learn new skills and tradecraft in the cyber domain. A level of prior cyber security skill, experience and a related qualification is desirable for PSL4/5 positions. Applicants for PSL6 positions are required to have a sound knowledge base and complimentary skills and experience in cyber security methods and operations.

 

The Cyber Security Operations team will work with you to build your skills and knowledge to enhance your cyber capability. Ongoing training and mentoring will provide you the opportunity to hone new skills and assist in continuously developing our diverse workforce.

 

The successful candidates may have skills and experience in the following:

 

  • Cyber Security Operations
  • Incident Management; and 
  • Familiarity with offensive security techniques
  • A level of prior cyber security skill, experience and a related qualification is desirable.

Parliamentary Service Level 4 Duty Statement

The key skills and experience of a PSL4 Cyber Security Analyst include:

 

  • Knowledge of networks/network protocols, operating systems, and cloud services
  • Familiarity with IT Service Management tools and processes (ITIL, COBIT, etc.)
  • Willingness to undertake training to develop analytical skills as required by the CSOC
  • Ability to work in an operational, high tempo team, and demonstrate teamwork
  • Effective written and verbal communication skills

Immediate supervisor: Senior Cyber Security Analyst

Security Clearance: Negative Vetting Level 1

 

Under limited/general direction undertake duties in accordance with the agreed standards for the PSL4 classification. The duties will include, but are not limited to, the following:

 

1. Receive and analyse cyber security alerts from various sources within the enterprise and determine causes of such alerts. 

2. Track and document cyber security incidents from initial detection through final resolution. 

3. Communicate technical findings and provide recommendations for remediation of cyber security issues.  

4. Undertake training from basic to intermediate skills in conducting investigations and analysis. 

 

Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice.

 

Parliamentary Service Level 5 Duty Statement

The key skills and experience of a PSL5 Cyber Security Analyst include:

 

  • Prior experience with incident analysis, investigations, and evidence handling methodologies.
  • Familiarity with IT Service Management tools and processes (ITIL, COBIT, etc.).
  • Knowledge of cyber security and information security frameworks such as ISM, PSPF, NIST, etc.
  • Knowledge and experience with networks/network protocols, operating systems, and cloud services.
  • Experience with security operations tools (logging, packet capture, SIEM, SOAR, etc.).
  • Analytical mindset and the ability to learn quickly, adapt, and apply new skills.
  • Ability to work in an operational, high tempo team, and demonstrate teamwork.
  • Good written and verbal communication skills.

4. Assist senior analysts in developing detection and providing mentoring and guidance to less experienced analysts. 

5. Undertake training from intermediate to advanced skills in conducting investigations and analysis.

Parliamentary Service Level 6 Duty Statement

The key skills and experience of a PSL6 Cyber Security Analyst include:

 

  • Experience in detection, analysis, investigations, and incident response processes
  • Technical experience in advanced log and traffic analysis, malware analysis, and host analysis
  • Cyber security-related qualifications (industry or tertiary)
  • Leadership experience including mentoring, guidance, and support to staff in an operational team
  • Analytical mindset and the ability to learn quickly, adapt, apply new skills, and pass on knowledge to peers and leadership
  • Skills and experience in developing and maintaining detection in response to evolving threats
  • Good understanding of modern enterprise architecture (on prem, hybrid, cloud, etc.)
  • Knowledge of cyber security and information security frameworks such as ISM, PSPF, NIST, etc.
  • Knowledge or experience with offensive security techniques and threat hunting
  • Experience with IT Service Management tools and processes (ITIL, COBIT, etc.)
  • Excellent written communication and verbal briefing skills
  • Ability to communicate effectively with technical and non-technical stakeholders across IT
  • They will be an inspiring team leader with good people management and stakeholder relationship management skills and be an effective communicator.

Under limited/general direction undertake duties in accordance with the agreed standards for the PSL6 classification. The duties will include, but are not limited to, the following:

 

1. Coordinate and prioritise tactical/technical cyber security operations across the team. 

2. Provide a point of escalation for advanced/complex incident analysis to ensure timely determination and response actions. 

3. Coordinate and drive outcomes through the Detection Life Cycle Management Process and work with security/detection engineers to ensure detection dependencies are identified and resolved. 

4. Provide leadership and guidance to security analysts and understudy the CSOC Manager. 

5. Provides cybersecurity recommendations to leadership based on significant risks and threats. 

6. Raise and sustain written documentation, reporting, and provide verbal briefs as operations or tactical handling requires.

Salary

 

Currently, the salary range for these positions are:

 

- PSL4: $80,672 - $87659 per annum


- PSL5: $89,410 - $95,924 per annum


- PSL6: $97,841 - $109,967 per annum

 

Conditions of Employment

 

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

 

•    Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

 

•    Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

•    Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
