The Opportunity

 

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 4 Various Security Operations Part time Sessional and Full time Team Leader within Security Operations. 

 

Security Operations Team Leaders are responsible for leading teams of Parliamentary Security Service Officers to deliver security outcomes within Australian Parliament House. Team Leaders mentor and develop their team members, address any performance issues, and are responsible for building and maintaining a positive culture within their team, Team Leaders lead response to security, first aid or other emergency management incidents within Australian Parliament House.

 

Team Leaders have excellent customer service skills, and are able to effectively communicate, negotiate and when required de-escalate situations with people from all walks of life. Team Leaders support their managers by providing clear and accurate incident reporting, assisting with planning and rostering, and ensuring their team members understand and comply with Australian Parliament House security policies and procedures. 

 

Security Operations Team Leaders may lead teams of security officers undertaking general security and emergency response duties, or Control Room operators responsible for managing security Infrastructure within Australian Parliament House.

 

Full-time Employees: 

Employees engaged on a full-time basis will work an average of 37.5 ordinary hours per week over the 24/7 rotating shift roster cycle

 

Part time Sessional Employees :

Permanent part-time employment (sessional employment) as a PSS Team Leader provides an opportunity that is unique to Australian Parliament House and the Australian Public Sector. As a sessional officer you are a permanent part time Commonwealth employee, and only commit to working during the days that Parliament is sitting (have a look at the Parliamentary Sittings 2025, noting that the 2026 calendar will be released in the near future).

 

As a sessional employee you primarily support the House of Representatives and Senate chambers, giving you a front row seat to Australia’s democracy in action.

 

Sessional employment is perfect if you want the certainty of permanent Commonwealth employment, however, may also want to study, work predominantly outside of school holidays, are returning to work or starting to transition away from full time employment, have another part time role, or just want to spend most of your time pursuing other interests outside of work!

Job Specific Requirements

 

  • The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.
  • Shortlisted applicants will need to undertake Parliamentary Security Service fitness and medical assessments to confirm their suitability for the role.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

1.Lead, supervise and manage the work of operational security teams to ensure the security arrangements at Australian Parliament House (APH) are maintained.

2.Leading and supporting your team to respond to security, medical and other emergency management incidents within APH.

3. Develop and maintain a positive culture within your team by:

  • identifying and resolving Human Resource (HR) issues and problems that affect employee morale,
  • recognising PSS individual and team accomplishments,
  • regularly communicating with your team and supporting them through coaching and mentoring, and
  • Effectively identify HR matters by speaking with staff, gathering relevant information and, and preparing clear reports. Support resolution of staff conflict and help managers maintain a respectful and fair workplace.

4.Assisting with the facilitation of security training and professional development of team members.
5.Demonstrating professionalism and a high level of customer service in all interactions with Parliamentarians, visitors to APH and other stakeholders; and foster these attributes within your team.
6.Identifying, communicating and assist in the resolution of any issues which may impact security operations within APH.  
7. Contribute to the efficient rostering of staff to meet operational requirements.
8. Maintain compliance with the annual PSS mandatory training and employment requirements, and the Department of Parliamentary Services standards. 


Selection Criteria 

  1. Ability to lead a small team to achieve security objectives while delivering high quality customer service outcomes.
  2. Effective written and verbal communication, liaison and negotiation skills; and the ability to build productive working relationships with a broad range of stakeholders
  3. Ability to operate flexibly and achieve results in a highly scrutinised and occasionally high-pressure environment
  4. Ability to collate relevant information and write detailed incident reports
  5. Ability to operate within and contribute to the development of security policies and procedures

Salary

 

Currently, the salary range for this position is $80,672 - $87,659 per annum.

 

Conditions of Employment

 

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

 

•    Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

 

•    Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

•    Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
