The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for Various PSL6 Asset Managers, Planners and Environment Officers within Planning and Quality Branch.

Who we are looking for
A highly motivated, professional and service focused team member to be part of the Planning and Quality Branch, within the Finance and Property Services.
You will have relevant experience to work in asset management and/or environment roles within either the AIM section and/or Planning section. These sections are accountable for performing and achieving complex tasks related to the planning, development, approval, and delivery of asset management and environmental activities. We require you to possess or rapidly acquire comprehensive knowledge of asset management and environmental/sustainability legislative frameworks, the Government decision-making process, and DPS’ objectives. You will also exercise sound judgement and decision-making capabilities to provide expert policy advice.
Across these roles you will be involved in managing a diverse portfolio of assets, conducting market research to guide investment decisions, while developing and implementing asset management and environmental strategies.
You will work closely with diverse stakeholders both internal and external. You will collaboratively work with other teams to assist in the delivery of asset management and environment objectives.
You will have excellent communication skills, both written and oral, analytical and research skills. You will monitor asset performance, prepare detailed reports, and ensure compliance with government policies and industry regulations.
Job Specific Requirements:
Asset Contract Manager
• Ability to obtain and maintain a Negative Vetting 1 security clearance.
• Relevant experience in asset, building, contract, and/or facilities management.
• Relevant engineering qualifications are highly desirable.
Asset Manager
• Ability to obtain and maintain a Negative Vetting 1 security clearance.
• Relevant experience in asset, building, and/or facilities management.
• Relevant engineering qualifications are highly desirable.
Maintenance Planner
• Ability to obtain and maintain a Negative Vetting 1 security clearance.
• Relevant experience in asset, building and/or facilities management.
• Relevant engineering qualifications are highly desirable.
Environment Officer
• Ability to obtain and maintain a Baseline Vetting security clearance.
• Relevant experience in sustainability, environment and/or facilities management.
• Relevant engineering qualifications are highly desirable.

Duty Statement
Classification: Parliamentary Services Level 6
Branch: Planning and Quality Branch
Immediate supervisor: Assistant Director
Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Services Level 6 classification. The duties will include, but are not limited to, the following:
Asset Contract Manager
- Drive and manage asset condition assessments and reporting programs, drawing upon extensive asset management experience (or relevant) combined with a comprehensive knowledge of government asset management processes, procedures and practices. Preparation and management of activities related to the procurement of services and contracts for the APH asset portfolio.
- Deliver and manage the asset condition data to effectively inform the Strategic Asset Management Plan (SAMP) and Asset Management Plans (AMPs) programs through coordinating the assessment, registration, commissioning, decommissioning and classification of assets and associated data.
- Monitor and manage contract administration, performance, risks against the contract, and implement appropriate action. Understand and apply legal principles, legislative and mandatory policy compliance obligations and critical commercial risk and performance requirements.
- Identify opportunities for continuous improvement in the delivery of the asset condition programs, integrating asset strategies and planning to optimise resource use and reduce cost where possible.
- Support the DPS asset management objectives by undertaking administrative tasks, planning, reporting, including the development of business cases, risk assessments and annual reports.
- Prepare and contribute to a range of written material including business cases, reports, Senate Estimates submissions, briefings and corporate documentation.
- Contribute to the Planning and Quality Branch’s asset management initiatives and programmes.
- Undertake other duties as directed.
Asset Manager
- Drive and manage asset condition assessments and reporting programs, Strategic Asset Management Plan and Asset Management Plans (AMPs) including coordination and development of assessment framework to support corporate asset management objectives.
- Deliver the asset condition assessments, SAMP and AMPs programs through coordinating the assessment, registration, commissioning, decommissioning and classification of equipment. Ensure that work orders are developed, issued, and completed within the prescribed timeframes. Confirm that assessments are complete, results are provided, and feedback appropriately recorded.
- Coordinate the collaboration of Subject Matter Experts (SMEs) to contribute to key asset management documents such as the asset condition reports, SAMP, AMPs, and various asset program strategies.
- Support continual improvement in the delivery of the asset condition programs, integrating asset strategies and possession planning to optimize resource use and reduce cost where possible.
- Support the Planning and Quality Branch objectives by undertaking administrative tasks, planning, reporting and special projects, including the development of business plans, risk assessments and annual reports.
- Prepare and contribute to a range of written material including business cases, reports, Senate Estimates submissions, briefings and corporate documentation.
- Contribute to the Planning and Quality Branch’s asset management initiatives and programmes.
- Undertake other duties as directed.
Maintenance Planner
- Develop maintenance strategies, plans and procedures for asset maintenance at Australian Parliament House, ensuring all strategies and plans comply with relevant statutory codes, regulations, WH&S requirements and other corporate objectives.
- Analyse asset data and draft strategic asset management advice to inform asset lifecycle decisions, identify trends, detect anomalies and evaluate outcomes. Assess risk, identify gaps and recommend improvement opportunities for safe and efficient plant and equipment operation.
- Support continual improvement for the delivery of planning requirements for high performing, reliable, safe, effective, efficient maintenance of plant and equipment.
- Prepare and contribute to a range of written material including business cases, reports, Senate Estimates submissions, briefings and corporate documentation.
- Promote and support a strong team culture including a customer focused culture; and
- Undertake other duties as directed.
Environment Officer
- Working closely with internal and external stakeholders to implement sustainability programs and initiatives, including the APS Net Zero initiative (the Government’s Net Zero in Government Operations Strategy).
- Prepare and provide input into the preparation of reports, submissions, briefing notes, ministerial correspondence and learning materials on a range of sustainability matter as required.
- Develop, implement, monitor and review sustainability performance metrics for APH and other DPS tenancies.
- Maintain awareness of environmental legislation and initiatives as they relate to APH, through close liaison with other government agencies, local government, regulated entities and the community. This includes liaising with the Department of Finance on the APS Net Zero initiatives.
- Assist with the establishment and ongoing management of utilities and waste management contracts for Australian Parliament House.
- Perform any other assigned duties at the classification level that are within the employee’s competence and training.

Salary
Currently, the salary range for this position is $97,841 - $109,967 per annum.
Conditions of Employment
Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
• Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
• Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
• Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
