The Opportunity

The Department of Parliamentary Services (DPS) is seeking an experienced and motivated Senior Rehabilitation Case Manager to join the Health, Safety, Rehabilitation and Accessibility (HSRA) Section within the People, Performance and Strategy (PPS) Branch. The PPS Branch provides human resources, governance and strategic advice services to the Department.

 

Based in West Block, Parkes Canberra, this position provides rehabilitation and return to work support to employees across DPS, including those working within Australian Parliament House and across the parliamentary precinct.

As a Senior Rehabilitation Case Manager, you will manage a diverse caseload of workplace injury, illness and rehabilitation matters. Working closely with employees, managers, treating practitioners, rehabilitation providers and Comcare, you will facilitate safe and durable return to work outcomes while balancing operational and individual needs.

 

The role involves delivering high-quality, timely and tailored rehabilitation case management services, providing expert advice and guidance, and developing practical solutions that support recovery and workplace participation. A key aspect of the position is fostering positive working relationships with a broad range of internal and external stakeholders.

Duty Statement

 

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

 

1. Provide rehabilitation case management support for Department of Parliamentary Services (DPS) employees across compensable, non-compensable and early intervention matters, as part of a client-focused multidisciplinary team.

2. Delivery high-quality advice and guidance on injury management and rehabilitation, in accordance with Comcare requirements and DPS legislation, policies and procedures, applying best practice approaches.

3. Coordinate and manage Independent Medical Examination (IME) processes in accordance with section 36 of the Safety, Rehabilitation and Compensation Act 1988 (SRC Act) and section 47 of the Parliamentary Service Determination 2024.

4. Ensure rehabilitation practices remain current, compliant and aligned with changes to relevant DPS and Comcare legislation, case law and regulatory requirements.

5. Build and maintain effective internal and external stakeholder relationships through the provision of professional, high-quality services.

6. Manage administrative aspects of rehabilitation casework to ensure compliance with the SRC Act and other relevant legislative and policy requirements.

7. Prepare clear, accurate and high-quality written correspondence, including executive briefings relating to rehabilitation case matters.

8. Contribute to the development, implementation and review of the Rehabilitation Management System, including associated policies, procedures and documentation.

9. Provide support to the Health, Safety and Rehabilitation team as required.

10. Provide administrative and system support to facilitate the department’s reasonable adjustment process, supporting the timely, coordinated and efficient implementation of reasonable adjustments for DPS employees.

11. Uphold the Parliamentary Service Values and the Secretaries’ Charter of Leadership Behaviours to the highest standards.

 

 

Selection Criteria

 

1. Demonstrated experience managing complex rehabilitation, return-to-work, workers' compensation and injury management matters, including compensable, non-compensable and early intervention cases. Proven ability to apply rehabilitation principles and deliver practical, client-focused solutions that support recovery, sustainable return-to-work outcomes and organisational objectives. Sound knowledge of the Safety, Rehabilitation and Compensation Act 1988 (SRC Act) and contemporary rehabilitation practices.

2. Demonstrated ability to analyse complex information, analyse risks and exercise sound judgement to provide accurate, evidence-based advice and recommendations. Proven ability to identify issues, develop practical solutions and contribute to the continuous improvement of rehabilitation policies, procedures and systems.

3. Demonstrated ability to build and maintain productive working relationships with employees, managers, treating practitioners, rehabilitation providers, Comcare and other stakeholders. Proven ability to
manage sensitive matters with professionalism, discretion and a strong client focus while balancing employee wellbeing and organisational requirements

4. Demonstrated ability to communicate clearly and professionally, both verbally and in writing, including preparing high-quality correspondence, reports, case documentation and briefing material. Proven ability to manage a diverse caseload, maintain accurate records, exercise initiatives, adapt to competing priorities and achieve positive outcomes in complex or sensitive situations.

5. Relevant qualifications in occupational rehabilitation, injury management, allied health, human resources, or a related discipline would be highly regarded. Registration or accreditation relevant torehabilitation or case management is desirable.

Salary

  

 

Currently, the salary range for this position is $101,168 - $113,706 per annum.

 

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

  • Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.

  • Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
    • Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.

  • Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.

  • Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.

  • External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
