The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for current and future vacancies for a Parliamentary Service Level 6 (PSL6) Senior HR Advisor and a Parliamentary Executive Level 1 (PEL1) Assistant Director in the Workplace Relations, Performance and Conduct team.
DPS has a workforce of approximately 1,200 staff whose role is to support the functioning of the Australian Parliament and parliamentarians through the provision of professional services, advice and facilities. DPS staff are dedicated to the task of providing first-class support services to the Australian Parliament and the wider community.
DPS is seeking professionals in workplace relations, performance or conduct to contribute to our strategic priorities and provide expert advice. Work from across each of the functional areas may be distributed amongst available staff based on strengths, experience, and development, and candidates are not expected to have experience in all three functional areas.
Who we are looking for
PSL6 Senior HR Advisor, Workplace Relations, Performance and Conduct
- Research and prepare advice for review by senior staff on a broad range of employment issues, complex workplace relations matters, relevant legislation, and agreements.
- Contribute to the design, development, and implementation of innovative strategies to improve departmental outcomes when managing complex sensitive people matters, staff engagement, and workplace consultation.
- Represent the department in dealings with unions and other stakeholders under the guidance of senior staff. Prepare materials to assist with representation at tribunals and external jurisdictions, to avoid disputes or achieve positive outcomes and resolutions
- Assist and support the research, development, management, and implementation of enterprise agreements, HR Policies, and employment contracts, ensuring compliance with relevant laws, processes, and better practice.
- Support team initiatives and contribute to a positive team culture.
- Develop and maintain productive stakeholder relationships and assist senior staff to liaise and effectively negotiate with key stakeholders including senior management, staff, industrial organisations, and external agencies.
- Assist in the preparation of written material including executive briefs, corporate documentation, findings of fact, and formal communications relating to employee conduct and performance for review by senior staff in a fast-paced environment.
- Assist in gathering and organising information for Code of Conduct investigations and the drafting of recommendations to delegates. Provide advice and guidance to staff and managers on integrity and misconduct issues.
- Provide advice to managers and staff on performance management and underperformance under the guidance of senior staff.
PEL1 Assistant Director, Workplace Relations, Performance and Conduct
- Provide high-quality specialist advice to senior management, and technical advice and education to staff on a broad range of employment issues, complex workplace relations, performance or conduct matters, relevant legislation, and agreements.
- Identify, design, and develop innovative strategies to improve departmental outcomes when managing complex sensitive people matters, conduct, integrity, performance management, staff engagement, and workplace consultation.
- Represent the department in dealings with unions, tribunals, external jurisdictions, and other stakeholders to avoid disputes or achieve positive outcomes and resolutions.
- Assist and support the research, development, management, and implementation of enterprise agreements, HR Policies, and employment contracts, ensuring compliance with relevant laws, processes, and better practice.
- Lead, motivate, and gain the commitment of others in achieving a workplace relations, performance and conduct focus responsive to contemporary issues and changes in workplace practices.
- Develop and maintain productive stakeholder relationships, liaise and effectively negotiate with key stakeholders including senior management, staff, industrial organisations, and external agencies.
- Prepare written material including executive briefs, corporate documentation, findings of fact, and formal communications relating to employee conduct and performance for review by senior staff in a fast-paced environment.
- Conduct Code of Conduct investigations and make recommendations to delegates. Provide advice and guidance to staff and managers on complex integrity and misconduct issues.
- Provide expert advice to managers and staff on performance management and underperformance.
Job Specific Requirements:
- The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

- Provide high-quality expert advice to managers and technical advice and education to staff on a broad range of employment issues, workplace relations, performance and conduct matters, relevant legislation, and agreements.
- Identify, design, and develop innovative strategies to improve departmental outcomes when managing complex sensitive people matters, conduct, integrity, performance management, staff engagement, and workplace consultation.
- Develop and maintain productive stakeholder relationships, liaise and effectively negotiate with key stakeholders including managers and staff.
- Draft written material including executive briefs, corporate documentation, emails to senior management, and formal communications relating to workplace relations for review by senior staff in a fast-paced environment.
- Conduct Reviews of Action, including researching and preparing documentation for decision-makers. Provide advice and guidance to staff and managers on complex workplace relations issues.
- Represent the department in dealings with unions, tribunals, external jurisdictions, and other stakeholders to avoid disputes or achieve positive outcomes and resolutions.
- Assist and support the research, development, management, and implementation of enterprise agreements, HR Policies, and employment contracts, ensuring compliance with relevant laws, processes, and better practice.
Selection Criteria
- Proven ability to provide high-quality expert advice on employment, workplace relations, performance and/or conduct matters.
- Evidence of productive stakeholder engagement including effective liaison and negotiation with managers and staff.
- Highly developed written communication skills with experience in preparing executive briefs, emails to senior management, and formal communications relating to workplace relations.
- Proven ability to research and prepare recommendations relating to complex workplace relations matters including Reviews of Action.
- Capacity to identify and implement innovative strategies in response to complex and sensitive people matters, staff engagement and workplace consultation.
- Eligible Qualifications and/or other technical requirements:
a. Tertiary qualification or equivalent experience in Human Resource Management, Industrial Relations or a related field.
b.Experience in employee relations, performance management, and/or conduct matters within the public sector.

- Eligible Qualifications and/or other technical requirements:
a. Tertiary qualification or equivalent experience in Human Resource Management, Industrial Relations or a related field.
b. Extensive experience in employee relations, performance management, and conduct matters within the public sector.

Salary
Currently, the salary range for the PSL6 position is $101,168 - $113,706 per annum.
For the PEL1 position, an attractive salary, which could be negotiated with the successful candidate, is on offer.
Conditions of Employment
Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
- Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
- Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
- Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
- Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
- Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
- External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
