The Opportunity
The Department of Parliamentary Services (DPS) PSL6 Senior Contract Officer Fire role sits within the Fire System Maintenace Section in the Property Services Branch. This branch plays a critical role in ensuring that Parliament House remains safe, functional, and resilient by managing essential building systems, infrastructure reliability, and compliance with statutory and Australian Standard requirements. The Fire Systems Management team specifically oversees fire protection assets and emergency warning systems that safeguard building occupants and support the continuous operations of the Australian Parliament.
As the Senior Contract Officer Fire, you will be responsible for managing the Fire and EWIS system maintenance contract and ensuring all fire‑related assets operate to required performance levels. You will coordinate planned and reactive maintenance activities, develop technical specifications, support procurement processes, manage budgets and monthly invoicing, and provide high‑level technical advice to key stakeholders. .
In this role, you will be responsible for managing the building’s Fire and Emergency Warning and Intercommunication System (EWIS) maintenance contract, ensuring all works meet DPS standards across time, quality, compliance and cost.

Supporting staff capability by identifying training needs and facilitating development.
Working closely with stakeholders, contractors and technical specialists to ensure the safe and reliable operation of critical fire systems
Job Specific Requirements:
- Hold or have the ability to obtain a Negative Vetting 1 Security Clearance.
- Qualifications and/or experience in procurement and contract management.
- Qualifications and/or experience in Emergency Management or Fire Compliance (highly desired)

Duty Statement
Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:
1. Manage the building’s Fire and EWIS systems maintenance contract in alignment with Department of Parliamentary Services (DPS) policies and procedures to ensure the continued functionality of Parliament House.
2. Coordinate and plan maintenance activities for fire system assets and identify priorities, execution methods, and resource requirements to meet standards of time, quality, and cost.
3. Assist with the development of specifications and the preparation of cost estimates for improvement works and upgrades,
4. Manage and adhere to approved budgets in addition to the processing of monthly invoices.
5. Provide high-level technical advice and reporting to stakeholders and senior management on the assets and infrastructure condition and reliability to ensure operation in accordance with AS Standards.
6. Manage and co-ordinate activities and functions of the building systems in accordance with operational requirements and client requests.
7. Identify the development and training needs of subordinate staff of the work area and facilitate appropriate training and/or staff development programs.
Selection Criteria
1. Contract Management knowledge and experience, including:
(a) Demonstrated experience and ability to implement and manage performance-based maintenance contracts, such as preventative and break-down maintenance and refurbishments.
(b) Demonstrated experience in technical and performance analysis and conduct investigations
(c) Demonstrated written ability in producing professional technical and business-related reports, meeting minutes, and proficiency working with spreadsheets,
(d) Managing and processing financial records.
2. Ability to work under limited supervision and organise and prioritise workloads to meet conflicting deadlines.
3. Demonstrated experience using computerised maintenance management and document management systems to plan and manage contract activities.
4. Strong client focus and high level of experience and ability in establishing and maintaining effective working relationships with clients and contractors.
5. Demonstrated strong verbal and written communication skills including proven negotiation, liaison, and analytical skills.
6. Demonstrated experience working in a team environment, ability to uphold and apply Departmental Values, and implementing improvements to processes and practices.
7. Demonstrated experience in applying Work Health and Safety practices.

Salary
Currently, the salary range for this position is $101,168 - $113,706 per annum.
Conditions of Employment
Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
• Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
• Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
• Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
