The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 1 (PEL1) role within the Financial Systems function. We are seeking an individual who is able and willing to contribute to a high-performing team responsible for delivering and supporting enterprise ERP and financial systems across DPS.
We are seeking experienced professionals with strong technical, functional, or governance expertise to contribute to complex system and business outcomes. This includes supporting and enhancing SAP environments (including ABAP, Fiori/U15 and/or Basis administration), contributing to procurement and contract activities, and delivering solutions aligned to organisational priorities.
The successful applicant will support the design, development, implementation, and ongoing maintenance of ERP and other solutions, while ensuring adherence to established development, security, and change management standards. The role requires engagement with business stakeholders to understand requirements, prioritise work, and deliver effective, fit-for-purpose technical and business solutions. You will also contribute to capability uplift through knowledge sharing, documentation, and training activities.
Who we are looking for
Our ideal candidate will:
- Hold experience in SAP environments, including development (ABAP/Fiori/U15) and/or system administration (BASIS), with the ability to design, develop, test and implement solutions across SAP landscapes.
- Actively and effectively engage with business stakeholders to understand requirements, prioritise activities, and deliver technical or process improvements aligned to organisational objectives.
- Demonstrate strong analytical and problem-solving capabilities, including the ability to manage competing priorities and work proactively under limited supervision to achieve outcomes.
- Possess well-developed communication skills, including the ability to prepare specifications, user documentation, and briefings; and to explain complex concepts to non-technical audiences.
- Build and sustain productive working relationships with a wide range of stakeholders and influence outcomes in the best interest of the organisation.
- Demonstrate experience in delivering and supporting enterprise systems in environments that require strong governance, compliance, and change control practices (e.g. ITIL, SAP ASAP or similar methodologies).
- Demonstrated experience in SAP environments (development, configuration, or administration)
- Uphold Parliamentary Services Values and consistently demonstrate professionalism, integrity and sound judgement in the delivery of work.
- Ability to obtain and maintain a Negative Vetting Level 1 security clearance.

Duty Statement
Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:
SAP ABAP/U15 Developer
- Design, prototyping, development, testing & implementation for SAP ABAP programs within new and existing components.
- Design, prototyping, development & configuration, testing and implementation for SAP Fiori/U15 functionality within new and existing components.
- Preparation of functional specification documents and configuration guides whist adhering to SAP development standards.
- Provide expert guidance on SAP best practices in technical aspects of software support, maintenance and development.
- Business engagement in the development and review of user requirements and knowledge transfer to other team members.
- Managing software configuration lifecycle via testing and transport processes.
- Other duties as required.
SAP BASIS Administrator
- Manage SAP system landscapes including instance configuration, client management, system copies, kernel upgrades, EHP/SPS updates, and implementation of SAP Notes.
- Monitor work processes, buffers, background jobs, update/enqueue services, database utilisation, and troubleshoot performance issues using standard tools.
- Administer the transport landscape, manage transport queues, ensure sequence integrity, coordinate release cycles, and maintain compliance with change management and audit requirements.
- Manage SAP database operations, security patching, maintain backup/restore procedures, and participate in DR planning, testing, and system refresh cycles.
- Other duties as required.
Selection Criteria
- Job Specific Requirements:
- Demonstrated experience in SAP ABAP & Fiori/U15 design, prototyping, development, testing and implementation (preferably within a Federal Government environment).
- Ability to manage business line interactions, prioritisation and implementation of technical enhancements and solutions for user requirements.
- Achieves Results:
- Experience effectively prioritising operational and program activities to meet deadlines working proactively under minimal supervision.
- Cultivates productive working relationships:
- The ability to negotiate outcomes that is in the best interest of the SAP environment
- Experience building and sustaining relationships with demonstrated capability.
- Communicates with influence:
- Demonstrated capability in being able to produce technical specifications and end user guides and documentation.
- Ability to explain complex technical concepts in language that is easily understood by non-technical personnel.
- Technical capability:
- Experience in supporting and maintaining SAP ABAP & Fiori/U15 developments across all SAP environments.
- ITIL or SAP ASAP methodology, knowledge and experience.

Conditions of Employment
Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
- Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
- Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
- Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
- Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
- Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
- External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
