The Opportunity

 

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 4 Pass Office Team Leader within Security Enabling Services Branch. 

 

DPS supports the work of the federal Parliament by providing effective, high quality services to parliamentarians, their staff, their stakeholders across government, parliamentary departments, other building occupants and the many thousands of visitors. 

 

DPS is the custodian for access control at the Australian Parliament House (APH) (an iconic national building) and its West Block offices.

 

The Security Enabling Services Branch is responsible for a broad range of security services across physical, personnel and governance matters operating in a dynamic fast paced environment.

Who we are looking for

  

The ideal candidate will have a demonstrated ability to work in a dynamic customer focussed environment providing front line access services to a diverse range of stakeholders supporting the operations of Parliament.

 

This role will be suitable for a person with the confidence and capability to coordinate multiple moving parts, an eye for detail and strong communications skills.

 

As a member of the Pass office leadership team, you will display the parliamentary values, and have demonstrated capability in engaging with and motivating staff to deliver high-quality, accurate access administration in compliance with APH Private Area Access Policy. 

 

A knowledge of identity card administration and systems is preferred but not necessary.

•  The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Immediate supervisor: Pass Office Manager 

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

  1. Administering Australian Parliament House (APH) Access Cards in accordance with applicable policies and procedures, including:
    1. drafting and sending correspondence
    2. conducting quality assurance
    3. records management, and
    4. completing data entry into the card management system.
  2. Providing and supporting excellence in customer service to a range of internal and external stakeholders including at senior levels (heads of departments, parliamentarians, and their staff).
  3. Contributing and leading the daily operations of the Security Pass Office, by:
    1. identifying consumable stock requirements and completing stocktaking and associated procurement activities
    2. coaching and mentoring team members and identifying training needs for individuals
    3. maintaining a safe and healthy workspace including identifying any workplace, health or safety issues, and
    4. administer team rostering.
  4. Completing reports and associated administration for 180 day deactivations, card expiry, visitor sheets, after-hours access and other as requested.


Selection Criteria 

  1. Demonstrated ability to work in a customer focussed environment, and to respond effectively under pressure.
  2. Sound communication and interpersonal skills, and a demonstrated commitment to outstanding customer/client service.
  3. Demonstrated ability in values based leadership of a small team environment to meet organisational and strategic objectives.
  4. Experience in the operation of computer systems i.e. the use of database software.
  5. Demonstrated ability to interpret and apply policy.

Salary

 

Currently, the salary range for this position is $83,415 -  $90,639 per annum.

 

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

  • Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.

  • Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
    • Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.

  • Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.

  • Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.

  • External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
