The Opportunity

 

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 6 Manager Security Operations (MSO) position within the Security Division.

 

Security Division is responsible for broader security functions that support the business of DPS protective security including security planning, capability, risk, policy and reporting. Security Operations Branch works with many different Australian Parliament house (APH) security stakeholders, including the Australian Federal Police (AFP), the Department of the House of Representatives, the Department of the Senate, the Ministerial Wing Support, and other entities within the Parliamentary precincts.

 

The MSOs are responsible for assisting the Assistant Directors, Security Operations (ADSOs) in the day-to-day security management and security arrangements of APH. They will manage multiple team leaders and a large workforce of Parliamentary Security Service Officers in all aspects of operational security for APH and provide technical knowledge in security related operations and activities. They will assist the ADSOs in the design, coordination and delivery of Security Branch activities associated with Human Resources (HR), rostering and security sustainability, and will provide insight on workforce planning.

 

The successful applicant will be required to work closely with other sections of the Security Division along with various external stakeholders to manage staff in delivering security services and emergency response. Excellent written and verbal communication skills are required to succeed in this role, along with the ability to establish, maintain and enhance stakeholder relationships, and provide strong leadership to a large cohort of staff.

  • Highly developed organisational and administrative skills, with the ability to set priorities and maintain accurate records.
  • Well-developed verbal and written communication skills with a strong focus on stakeholder engagement.

The successful applicant will be required to:

  • Obtain and maintain a Negative Vetting 1 (Confidential Highly Protected/Secret) security clearance.
  • Complete a training program, which includes Operational Safety Training and First Aid. All training will be provided by the Department

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

  1. Support the implementation of Department of Parliamentary Service’s strategic direction for PSS team leaders and staff, to ensure the consistent delivery of high-quality operational security services that meet Australian Parliament House (APH) expectations and uphold established service standards.
  1. Provide expert advice and technical knowledge in security operations to strengthen APH’s security capabilities. This includes setting work area priorities, fostering team cohesion, and ensuring the delivery of high-quality outcomes.
  1. Critically analyse security roles and responsibilities with a view to continuous improvement and provide security advice in relation to potential threats.
  1. Prepare written materials to a high standard including Operational Orders, Event Plans, Screening Exemptions, Security Instructions, and managing PSS security incident reports.
  1. Deliver security advice for events, visiting dignitaries, and operational activities at APH to support effective security operations.
  2. Manage relationships with stakeholders to achieve work area and agency goals on security related issues.
  3. Manage the conduct of validation exercises including joint training activities conducted with the Australian Federal Police (AFP).
  4. Review and manage special event proposals to ensure appropriate and agreed resourcing and security arrangements are in place.
  5. Consult with the PSS rostering unit to coordinate and manage security resources to meet identified business demands.
  6. Identify and address staff performance issues, using appropriate personnel management and remediation techniques. Facilitate mediation between employees to resolve interpersonal conflicts and support Human Resources and management in implementing effective resolutions that promote a respectful workplace.
  7. Maintain compliance with the annual PSS mandatory training and employment requirements, and the Department of Parliamentary Services standards.

Salary

  

 

Currently, the salary range for this position is $101,168 - $113,706  per annum.

 

Conditions of Employment

 

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

 

•    Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

 

•    Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

 

•    Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
