The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 6 Manager, Operations and Procurement within Parliamentary Engagement Branch.
The Manager - Operations and Procurement position will provide leadership for a team of customer service assistants to manage the day-to-day operations of the Parliament Shop, product procurement and inventory management.
The Parliament Shop and E-commerce section is part of the Parliamentary Engagement Branch (PEB), delivering the Parliament Shop business strategy and establishing a destination shop (onsite and online) to enhance the Australian Parliament’s status as a building and location of national significance. The branch’s business and cultural change strategies are underpinned by extraordinary customer service which will enhance the visitor experience, deepen community engagement, build understanding of the art and architecture, and support the work of the Australian Parliament. The section is committed to being a sustainable, efficient, and collaborative team that embraces innovation and change to deliver exceptional retail experiences.
The successful applicant will report to the Assistant Director, Parliament Shop and E-Commerce. You will be an experienced retail leader who is a confident communicator with engaging interpersonal skills. You will support the strategies and sales targets that underpin the Shop business strategy and be committed to continuous improvement to achieve business goals.

The ideal candidate will be an experienced retail leader who is passionate about exceeding customer expectations and building a high performing retail team. With a solid understanding of retail operations, procurement and inventory management you will ensure the Shop is operating efficiently and will look for ways to improve processes and implement strategies to achieve results both in store and online.

Job Specific Requirements:
- Minimum of 5+ years’ experience leading high performing customer service team.
- Effective communicator, both verbal and written.
- Experience using point of sale systems with a working knowledge of office IT systems and online shop order fulfillment.
- Experience working in government agencies would be highly regarded.
- The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

Duty Statement

Immediate supervisor: Assistant Director, Parliament Shop and E-commerce
Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 6 classification. The duties will include, but are not limited to, the following:
1. Lead the operations of the Parliament Shop including the recruitment of retail staff, onboarding and implementation of individual work plans. Work with the Manager - Sales and Customer Service to develop and implement training plans.
2. Develop and manage rosters in line with operational and financial requirements. Manage leave requests and ensure rosters are accurately reflected and managed in KRONOS (rostering system).
3. Manage accurate inventory control including procurement, invoice payment, receipt of stock, supplier returns, disposals and updating point of sale. Support the Assistant Director, Parliament Shop and E-Commerce in the implementation of the biannual Parliament Shop stocktake.
4. Development and management of Shop standard operating procedures including WHS processes and general duties as briefed to support the operations of the Parliament Shop.
5. Support the Assistant Director to develop visual merchandising plans that engage customers and showcase products including incorporating seasonal themes, and in consultation with the retail team supervisors who implement merchandising in store.
6. Deliver clear and effective communications both face to face and written including OneNote, email and Teams to share information with the retail team.
7. Understand and support the strategic direction of the PEB and specifically the Parliament Shop and E-Commerce section.
8. When required, backfill Manager - Sales and Customer Service and Retail Team leaders to undertake banking, opening and closing sales reconciliation and processing of refunds and returns.

a. Attention to detail to support responsible commercial transactions, reporting, stocktakes, inventory control and point of sale system.
b. Demonstrated public service professionalism, applying values and code of conduct to own and teamwork practices to ensure highest standard of delivery.
5. Communicates with influence
a. Experience in delivering and supervising customer services in a retail or related environment to meet the needs of diverse audiences and customers.
b. Well-developed written and verbal communication skills including the ability to contribute to the development of policy, procedures and high-quality reports.

Salary
Currently, the salary range for this position is $97,841 - $109,967 per annum.
Conditions of Employment
Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
• Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
• Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
• Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
