The Opportunity
Lead security projects at one of Australia's most iconic institutions.
The Department of Parliamentary Services (DPS) is seeking an experienced ESS Project Manager to lead the delivery of electronic and physical security projects across Australian Parliament House.
Working within the ESS Operations team, you will manage the end-to-end delivery of security enhancement projects, from planning and procurement through to installation, commissioning, and handover. You will work closely with stakeholders, technical specialists, contractors, and security professionals to deliver outcomes that support the ongoing protection of one of Australia's most significant national assets.
This is an exciting opportunity for an experienced project manager who combines strong stakeholder engagement skills with a practical understanding of security technologies and project governance.
Who we are looking for
We are seeking an organised, adaptable, and results-focused project manager who can successfully deliver complex projects in a high-profile operational environment.
You will bring demonstrated experience managing multiple projects simultaneously, balancing competing priorities, and delivering outcomes within agreed timeframes and budgets. Your ability to build strong relationships, communicate effectively with both technical and non-technical stakeholders, and influence positive project outcomes will be highly valued.
Desirable qualifications and experience include:
• Tertiary qualifications in Project Management, Security Management, Engineering, Information Technology, or a related discipline.
• Project Management certifications such as PRINCE2 Practitioner, AgilePM, PMP, Scrum Master, or equivalent.
• Experience working with Gallagher Security Management Systems, including access control, alarms, and integrated security solutions.
• Security industry qualifications, certifications, or vendor training such as Gallagher Technician Certification, Milestone, Genetec, ICT, Inner Range, LenelS2, or similar.(Suggested enhancement)
• Qualifications or experience in Australian Government procurement and contract management.
Job Specific Requirements:
• The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement
Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:
1. Lead the end-to-end planning, coordination, and delivery of projects involving electronic and physical security systems. Ensure projects are delivered on time, within scope, and in accordance with organisational standards, governance requirements, and approved budgets.
2. Engage with internal clients, security teams, facilities staff, and external contractors to define project requirements, clarify expectations, and provide regular progress updates. Facilitate effective communication to ensure project outcomes align with operational needs and security objectives.
3. Prepare technical scopes of work, evaluate supplier proposals, and support procurement processes in line with public-sector policies. Manage contractor performance, ensuring compliance with safety, security, and quality standards throughout project delivery.
4. Schedule and supervise on-site activities, including installation, commissioning, and integration of security infrastructure. Ensure works are conducted safely, efficiently, and with minimal disruption to business operations.
5. Identify, assess, and manage project risks, issues, and dependencies. Ensure all works comply with relevant legislation, security frameworks (e.g., PSPF, ISM), WHS requirements, and organisational policies. Maintain accurate project documentation and reporting.
Selection Criteria
1. Proven ability to plan, coordinate, and deliver security-related projects within agreed scope, timeframes, and budgets. Experience managing multiple concurrent projects while ensuring alignment with organisational standards and operational requirements.
2. Demonstrated capability to consult, negotiate, and collaborate effectively with internal clients, technical specialists, contractors, and senior stakeholders. Ability to translate technical information into clear, actionable advice that supports informed decision-making.
3. Experience preparing scopes of work, evaluating proposals, and supporting procurement processes in accordance with public-service policies. Demonstrated ability to oversee contractor performance, ensuring compliance with safety, security, and quality expectations.
4. Demonstrated experience scheduling and supervising installation, commissioning, and implementation activities. Ability to ensure works are delivered safely, efficiently, and in compliance with WHS obligations, security frameworks, and organisational procedures.
5. Proven ability to identify, assess, and manage project risks, issues, and dependencies. Experience maintaining accurate project documentation, reporting progress, and ensuring all works comply with relevant legislation, standards, and governance requirements.
6. Experience contributing to the design, assessment, and improvement of security infrastructure solutions. Ability to evaluate technical options and ensure project outcomes are scalable, fit-for-purpose, and aligned with long-term organisational strategies.

Salary

Conditions of Employment
Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
- Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
- Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
- Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
- Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
- Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
- External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
