The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for a Director, Library Systems, Projects and Innovation vacancy within the Library Systems, Projects & Innovation Section, Library Collections and Systems Branch of the Parliamentary Library Division.
The Director, Library Systems, Projects and Innovation is required to take a strategic approach to forecasting future library products and services and procure enhanced library systems capability. They will have experience providing services in the digital environment, have a passion for implementing innovative projects and a desire to keep abreast of emerging trends. They will have a proven track record in managing projects to agreed standards, time frames and budgets.

The successful candidate must be able to work effectively with internal and external stakeholders, build relationships, lead staff in a changing environment and create a collaborative and client focused culture.
The Parliamentary Library provides high-quality, innovative information products to its clients. This position takes the lead on engaging with new and emerging technologies, that will service our clients needs and assist the staff of the Parliamentary Library to work efficiently. Familiarity with systems used for client relationship management and data management is desirable.
To be effective in this role you should have:
- Effective facilitation and communication skills, both written and verbal, with experience preparing business cases, project status reports, Senate Estimates briefs and other corporate documentation
- Ability to provide leadership in implementing and promoting a climate of change and continuous improvement to enable the continued provision of high-quality information, analysis and advice to clients.
- Proven track record of managing high performing teams and systems
- Experience in successful project management, including planning, scheduling, risk identification, reporting and governance
- Knowledge and or experience of complex procurement
- Ability to develop and maintain strong and effective stakeholder networks across Parliament House and other external forums.
Desirable experience and qualifications include:
- Experience in the management of systems, repositories and platforms, preferably in a library environment
- Tertiary qualifications in Information Technology or Information Management is desirable.
Job Specific Requirements:
• The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

Immediate supervisor: Assistant Secretary, Library Collections and Systems Branch
Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 2 classification. The duties will include, but are not limited to, the following:
1. Lead the activities of the Library Systems, Projects and Innovation section including, planning and managing allocated resources, setting work area priorities, developing strategies, evaluating business outcomes and reporting.
2. Ensure that the Library’s systems are efficiently, and effectively maintained and new systems implemented to enhance the delivery of Library products and services.
3. Lead Library projects to continually enhance services and ensure the transition of staff skills to meet project needs.
4. Foster a culture of client service within the section that recognises the importance of timely delivery of high-quality Library products and services.
5. Be sensitive to assisting staff to maintain a sense of purpose and direction in an environment subject to change.
6. Represent the branch effectively within DPS, keep open and effective lines of communication with colleagues in other parliamentary departments, and be aware of and in touch with developments in the information technology and/or library industry.

Conditions of Employment
Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
• Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
• Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
• Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
